The Amendment bill which is now the Act of the National Assembly is meant to promote technological development in the nation.
Attempt has been made several times to make Federal Government sign this bill in order for trained engineer to be well situated in the organization such as industrial organization and engineering establishment.
The Assistant to the president National Assembly matters, the person of Senator Ita Enang said this that engineering graduate were of former times known to be posted to the secondary schools by NYSC and that the youth Corps member who are graduate of engineering must from now on be posted to engineering firms and other institution related to their profession.
Senator Enang also mentioned that every foreign engineering firm must be registered under the Council for Regulation in Engineering in Nigeria (COREN) before they can operate. Therefore according to Senator Enang,
“compulsory attestation to all expatriate quota for engineering practitioners, including turnkey project, that there are no qualified and competent Nigerians for the job in question at the time of application and that granting of the expatriate quota shall be contingent on training of such number of persons as may be required for the execution of the job, and; ensuring that, before being allowed to practice in Nigeria, such foreign engineering practitioners granted work permit, register with the council and obtain such licenses as may be required from time to time; investigating engineering failures.’’
